Connecticut Governor Ned Lamont has called for an audit of the Connecticut State Colleges and Universities (CSCU) system following concerns raised by a news investigation regarding the spending practices of Chancellor Terrence Cheng. The investigation reported that Cheng had utilized public funds for high-cost meals and chauffeured transportation.
Expenditures Under Scrutiny
In September 2023, it was reported that Cheng charged over $1,100 for meals within a single week, and in November 2022, he incurred costs of $490 for chauffeur services in one day. In response to these findings, Governor Lamont has directed the state comptroller’s office to examine the expenditures of the CSCU system, particularly in relation to meals, entertainment, and travel. He has also requested a comprehensive report of transactions made with purchase cards designated for institutional expenses.
Concerns Over Compliance
The investigation indicated that some of Cheng’s expenditures may have violated state regulations or institutional policies. This includes the use of public funds for alcohol and a lack of retention of receipts for several purchases. Cheng has defended his expenses, arguing that they were necessary for fostering beneficial relationships.
Financial Challenges in the CSCU System
The request for scrutiny coincides with financial difficulties faced by the CSCU system, which include an increase in tuition and budget cutbacks. Earlier in 2024, the system introduced a voluntary buyout program to address a projected $140 million deficit, alongside a 5% tuition increase approved at most institutions, which has sparked opposition from students and faculty.
Governor’s Commitment to Transparency
Governor Lamont expressed concerns regarding transparency and accountability in the financial management of the CSCU system. He emphasized the importance of public access to information on the use of funds, especially during a time of tuition increases and program reductions.
CSCU’s Response to the Audit
Adam Joseph, vice chancellor for public affairs at CSCU, stated that the system’s office is prepared to assist the comptroller’s office during the audit process. Additionally, the governing board of CSCU is enhancing oversight of expenditures, with plans to appoint a new chief compliance officer and legal counsel to ensure responsible use of state funds.
Review of State Vehicle Usage
Governor Lamont’s audit request also includes a review of state vehicles used by employees, focusing on their fuel costs and ensuring compliance with state policies regarding public funds.
