Ecuador, New Zealand and South Africa Ratify UNESCO’s Global Convention on Higher Education

Ecuador, New Zealand, and South Africa have officially ratified UNESCO’s Global Convention on the Recognition of Higher Education Qualifications. This brings the total number of countries participating in this global treaty to 33, encompassing approximately 30% of the world’s 6.4 million internationally mobile students. In a related development, Greece has also ratified the Lisbon Recognition Convention, a significant step for a region with the highest number of internationally mobile students, moving it closer to the treaty’s near-universal ratification.

Increase in Global Higher Education Enrollments

Global higher education enrollments have seen a substantial increase over the past two decades, doubling to 254 million students. The number of students studying abroad now exceeds 6 million, a threefold increase since the year 2000. Projections suggest these numbers will double again over the next decade, further intensifying the demand for enhanced capacity in higher education systems. This trend underscores the necessity for stronger international cooperation, improved educational quality, and the practical recognition of academic qualifications and mobility.

UNESCO’s Global Convention on Higher Education

Adopted in 2019, UNESCO’s Global Convention on Higher Education aims to support students, researchers, and job seekers in having their qualifications recognized internationally. Similarly, the Lisbon Recognition Convention, established in 1997, pursues parallel goals within Europe and North America and is noted as the oldest of UNESCO’s five regional conventions focused on educational recognition.

The recent ratifications reflect a significant and growing commitment among nations to foster international cooperation in the field of higher education.
