Enhancing Global Commitment to Higher Education: UNESCO’s Conventions Ratified by Ecuador, New Zealand, and South Africa

Ecuador, New Zealand, and South Africa have recently ratified UNESCO’s Global Convention on the Recognition of Higher Education Qualifications. This important step signifies a strong commitment to fostering international cooperation in the realm of higher education. With these new additions, the total number of countries that have joined this historic treaty now stands at 33, which collectively hosts around 30 percent of the world’s 6.4 million internationally mobile students.

In addition, Greece has ratified the Lisbon Recognition Convention, marking a significant development in a region that accommodates the largest number of internationally mobile students. The global landscape of higher education is witnessing rapid transformations, with enrolments having doubled in the past two decades, now reaching 254 million students worldwide, including over 6 million studying abroad.

Projections indicate that these figures could potentially double again within the next decade, highlighting the urgent necessity for countries to enhance their educational capacities and bolster international collaborations. UNESCO’s Global Convention on Higher Education, adopted in 2019, serves as a transformative framework for students, researchers, and professionals aiming to have their qualifications recognized across borders.

In conjunction with this, the Lisbon Recognition Convention, established in 1997, focuses specifically on the dynamics within Europe and North America. The recent ratifications of these conventions signify a meaningful trend towards increased global cooperation in higher education.
