Increasing Racial Diversity in Higher Education Workforce: A Study on California

A recent study conducted by the Legislative Analyst’s Office (LAO) has identified an increase in racial diversity within California’s higher education workforce. The report indicates that from 2013 to 2023, the representation of Latino and Asian workers in the sector has risen, while the proportion of white workers has declined across various segments of higher education in the state.

Trends in Workforce Representation

The LAO analysis also noted small decreases in the percentage of Black workers at both the University of California (UC) and California State University (CSU) campuses. Conversely, community colleges witnessed a slight increase in the percentage of African American workers. The report further emphasizes that the proportion of tenured or tenure-track faculty who identify as African American, Latino, or Native American has increased over the past decade.

Faculty Representation at Community Colleges

Among the three segments of higher education analyzed, faculty representation from these minority groups was notably highest at community colleges, where more than 25% of tenured or tenure-track faculty members belonged to these demographics. The report suggests that changes in faculty hiring practices at UC and CSU may be influencing this trend.

Changes in Hiring Practices

Specifically, data reveals that at California State University, more than half of tenure-track faculty hires in 2012 were white. By 2022, this figure had decreased to approximately one-third. The findings from the LAO indicate that efforts to improve diversity among faculty members are beginning to mirror the demographics of the student population. Nonetheless, a substantial gap remains. As of 2022, over half of first-time community college students identified as African American, Latino, or Native American, while only about 30% of first-time tenure-track faculty hires represented these groups.
