Ohio State President Ted Carter’s Vision: Leading Higher Education into the Future with ‘Education for Citizenship 2035’ Plan

Ohio State University’s President Ted Carter has introduced a strategic initiative known as “Education for Citizenship 2035,” which aims to outline the institution’s role in higher education for the coming decade. This plan was revealed during Carter’s investiture ceremony held on November 8, 2024.

Importance of Higher Education

In his address, Carter emphasized the importance of higher education during a significant week that coincided with the U.S. presidential election. He highlighted the chance to reinforce the value and continuing relevance of university education and addressed the challenges currently present in the educational landscape, including declining enrollment and shifting demographics. He argued that adaptation is essential for universities to thrive.

Development of the Initiative

The development of the plan took place over an 11-month period and involved a collaborative process that included listening sessions and workshops focused on the university’s historical mission. The motto, “Education for Citizenship,” which has been part of Ohio State since 1938, influenced Carter’s vision.

Three-Part Mission

The initiative encompasses a three-part mission that aims to educate future generations, foster a premier cultural environment, and enhance research and creativity, all anchored in the institution’s land grant mission. Six interconnected themes—academics, research, talent and culture, operations, healthcare, and athletics—are designed to support these objectives.

Focus on Student Success

Carter has identified student success as a key priority, positing that academic excellence should be foundational to all other achievements. The plan also includes proposals to expand access to internships and strengthen connections with the alumni network, aiming to better equip students for post-graduation life.

Addressing Affordability

Affordability is another significant concern within the plan, with Carter recognizing the need to better support middle-income and professional students who may not adequately benefit from existing resources. He noted that approximately 71% of enrolled students come from Ohio, thus emphasizing the university’s obligation to engage effectively with the local community.

Integration of Artificial Intelligence

Integration of artificial intelligence into the curriculum has been outlined as an additional focus. This follows the appointment of new provost Ravi V. Bellamkonda, who has expertise in AI initiatives. With over 300 faculty members involved in AI research, Ohio State aims to significantly enhance its efforts in this area.

Official Launch of the Plan

The official launch of Carter’s strategic plan is scheduled for July 1, 2025, and the president has encouraged the university community to participate in shaping the future direction of Ohio State University.
