The International Institute for Higher Education in Latin America and the Caribbean (UNESCO IESALC) has initiated a soft launch of its report titled “Transforming the Digital Landscape of Higher Education in Latin America and the Caribbean.” This report provides an extensive overview of the digital transformation occurring in the region, highlighting the differing levels of readiness and responses from governments, higher education institutions (HEIs), and other stakeholders.

Impact of the COVID-19 Pandemic

The report discusses the significant repercussions of the COVID-19 pandemic on educational systems across Latin America and the Caribbean, which have revealed pre-existing disparities in digital access, educational infrastructure, and technological preparedness among HEIs. The rapid transition to online education necessitated by the pandemic has exposed considerable challenges, such as inconsistent internet connectivity, outdated infrastructure, and limited digital competencies among faculty and students. These issues pose a risk of exacerbating educational inequalities across the region.

Opportunities for Innovation

Notwithstanding these challenges, the report notes that such obstacles have spurred innovation and adaptation within the higher education sector. Initiatives highlighted in the report include government investments in digital learning tools and the introduction of new hybrid and online programs at universities. However, the emphasis has largely been on emergency responses rather than developing sustainable, long-term strategies for digital transformation.

Upcoming Event and Collaboration

The upcoming event aims to present these key findings and promote dialogue among stakeholders regarding practical measures for integrating the report’s recommendations into regional policies and institutional practices. UNESCO IESALC, in collaboration with the International Centre for Higher Education Innovation under the auspices of UNESCO (UNESCO-ICHEI), intends to facilitate cooperative efforts and support shared learning to align digital transformation with UNESCO’s commitment to inclusive and quality education, as outlined in the 2030 Sustainable Development Goals (SDGs).

The soft launch is set to take place on December 4, 2024, at 10:00 am Caracas time (GMT-4), bringing together experts and stakeholders from various sectors to discuss the report’s findings and their implications.
