State Lawmakers Urge Reevaluation of Federal Involvement in Higher Education

A task force composed of lawmakers from 32 states has called for a reevaluation of federal involvement in higher education, emphasizing the need for a collaborative approach between state and federal governments to enhance the overall value of college education. The task force’s recommendations were detailed in a recently released three-part report by the National Conference of State Legislatures (NCSL) on October 10, 2024.

Challenges in Higher Education

The report identifies several significant challenges within higher education, such as rising tuition prices, an escalating student debt crisis, and declining enrollment rates, all of which raise concerns regarding the efficiency of the U.S. higher education system. The legislators advocate for greater state autonomy in establishing accountability measures and encourage the federal government to focus on collecting and sharing data related to student success in college programs.

State and Federal Policy Interaction

Utah State Senator Ann Millner highlighted the growing interest in understanding the interaction between state and federal education policies, noting that states often feel excluded from discussions that impact their higher education systems. Millner emphasized the need for alignment between state and federal initiatives to improve educational outcomes.

Recommendations for Improvement

In addition to advocating for increased state control over accountability protocols, the task force expressed doubts about the efficacy of current federal student loan repayment and forgiveness programs. Recommendations from the task force include enhancing state grant programs and maintaining the Pell Grant initiative, alongside a call for clearer federal insights regarding student performance and outcomes.

Criteria for a Valuable College Degree

According to the report, a college degree should be considered valuable only if it meets three criteria: it must be meaningful, attainable, and affordable. The task force underscored the importance of higher education institutions in adapting their offerings to better serve a diverse student demographic, particularly adult learners.

The Need for Improved Communication

Co-chair of the task force, Oregon State Senator Michael Dembrow, emphasized the need for improved communication between institutions, state governments, and federal authorities. He remarked on the necessity of convincing policymakers that investments in higher education can yield substantial benefits for students.

A Collaborative Regulatory Environment

This initiative represents the first concerted effort to address national higher education challenges since 2006, following recent shifts in governance and increased federal oversight of colleges and universities. The lawmakers aim to foster a more collaborative regulatory environment and have acknowledged a lack of state-level engagement amid heightened federal involvement in various higher education matters.
