With the 2024 General Election approaching on November 5, the potential for increased funding for local public higher education institutions may depend on voter approval of General Obligation Bond 3. This initiative aims to direct millions in state funds toward capital improvement projects and acquisitions for institutions such as Eastern New Mexico State University-Roswell (ENMU-R) and the New Mexico Military Institute (NMMI).

Officials from ENMU-R and NMMI have stated that the passage of this initiative will not result in additional costs for taxpayers. A vote in favor would signify community support for utilizing state funds for the proposed improvements. Alternatively, a negative vote could lead to the bond’s interest being allocated to other state purposes, potentially depriving educational facilities of essential funding.
Planned Developments
Martha Staab, director of marketing and public relations at ENMU-R, noted that the bond is designed to be “tax neutral” for residents. Alongside other officials, including Ty Whatley, an aeronautics instructor, Staab outlined plans for significant developments, such as the proposed 10,000-square-foot expansion of the Aviation Technology Building, which is expected to enhance the capacity for instruction and facilitate a wider variety of aviation courses.

Whatley remarked on the challenges educators face with limited space, especially as interest in aviation continues to rise. He pointed out the difficulties students encounter due to insufficient facilities, which can hinder training programs.
Funding Allocation
The additional funding would allow for larger classes, updated teaching laboratories, and infrastructure improvements aligned with advanced aviation technologies. Concurrently, NMMI plans to renovate Willson Hall, focusing on upgrading mechanical and HVAC systems with an estimated investment of $2.1 million to improve energy efficiency and create a better learning environment.
Cost Projections
The overall cost of the expansion at ENMU-R is projected at $7 million, with the institution committed to providing $1.7 million. The bond would cover the remaining $5.3 million.
Urgent Need for Advancements
Experts emphasize the urgent need for advancements in education, particularly as a shortage of qualified aviation mechanics could escalate air travel costs and disrupt services. In an effort to cultivate interest in aviation mechanics among high school students, ENMU-R intends to launch outreach initiatives that previously saw success before the COVID-19 pandemic.
Community Support
Community backing for the bond has been notable, receiving endorsements from the Roswell City Council and the Roswell Independent School District Board. Leaders from ENMU-R and NMMI have actively engaged with community members to highlight the initiative’s significance.
Voter Decision
Voters are tasked with determining the allocation of approximately $230 million for various public colleges and institutions, all without increasing property tax rates. Should the initiative not pass, the essential educational funds could be lost, as emphasized by Staab, who stated the critical need for financial support, asserting that failure to pass the bond would negatively impact students.
